BUILD_QDS_COMPONENTS script should be more intelligent

    Description

      As a user, I do not want design studio components to rebuild every time I do a fresh build.  The components should be built and installed ONCE for my kit, and not rebuilt every time I do a rebuild.  NOTE: this process has proven to be very flakey and prone to failure.
