Effect maker view: allowed to scroll the view when context menu is open

Steps to reproduce:

• Add multiple effect nodes in Effect Maker View to get the view scrollable
• Right click on top of one of the effect node sections to open context menu for collapsing/expanding sections
• Scroll the view with mouse
• -> View can be scrolled, context menu stays open
• -> Would expect that scrolling is not allowed when menu is open (similar to e.g. Content Library view)
