Spaces between effect node sections are incorrect after rearranging sections

Steps to reproduce:

• Add a few effect nodes in Effect Maker view
• Collapse all sections
• Start rearranging sections by grabbing the dot icon beside section name, e.g. always move the first one to be the last one
• ->Spaces between sections start varying -> there might be no space between sections or the space is too big. See attached pictures.
