Implement a create new button in the header, as per attached image.

Use add_medium icon.

Tooltip: Create a new effect

How it should work:

• Adding a new effect clears the list of already selected effect nodes.
• If the user has not saved the stack of selected effect nodes, we prompt the user to save it. See attached image.
• Creating a new effect from the Effect Maker view creates an empty effect file in the assets panel (similarly, as when the user creates a file in the assets panel)
