Focused widget based views hide transient scrollbars

      Widget based views (e.g. Text Editor, Form Editor, Navigator) only show the transient scrollbar when hovered.
      The previous logic was if a view has focus it shows the transient scrollbars regardless of being hovered or not. This is how QML views handle it.
