Issue in 2D View after creating a 3D project

In latest 4.3.2 snapshot (Built on Dec 11 2023 02:29:17) RTA tests caught 2D view issue after creating a 3D project

• Somehow root rectangle size is incorrect. See attached picture.
• I was able to reproduce locally using the snapshot
  • When project opened, I saw message "Anchor line expected" in 2D View for a while, then 2D View did not show View3D at all, root rectangle size incorrect. Please see attached picture.
  • Resetting the view helped, issue gone.
  • Does not reproduce every time.
• So far I've only seen this on Windows
