Imported materials are not visible to another 3D component

Steps to repro

• create 3D scene
• import two different models
• use material like "copper" on one model and "aluminum" on the other
• look at the first model as 'edit component'

Expected: You see all the materials you have pulled into the project in material browser

Actual: You see only the materials you have pulled for this component.
