Effects panel in the content library should have a link to get QtQuick3d module

Issue found:

• If the user does not have QtQuick3d module installed, they see a text saying that to use it they need to get the module in project.
  
• Would be more user friendly to have a link to get the module installed in the view, similarly as we do elsewhere in the application

Expected behavior

Instead of just having a piece of text saying that the user needs the module, we would guide them to get it installed.
