Effects are not stored in the Assets

Issue found:

• When you save the effect, it does not appear in the Assets. The only way to add it into the object is to assign it from the Effect Composer view. Effects become visible in Assets when an effect is created in the Assets view.

How to reproduce

1. You may need a new installation using the snapshot 60
2. Create a project
3. Create any effect
4. Click save
5. You don't see the saved effect anywhere
6. Click with mouse right on Assets panel, and select create a new effect.
7. You see the previously saved effect in the Assets panel.

How it is expected to work

• Effect should be seen in the Assets when it is saved in the Effect Composer.
