Make effect composer generate property specifics sheet for the effect when effect is saved

Currently created effect's custom properties are accessed via the generic "exposed custom properties" in property view. This is ugly and loses all the min/max/displayname/tooltip information we have about the properties in effect composer itself.

Effect composer should generate proper property sheet for effects when they are saved, so we have full control over how the effect is presented in the property view.
