holding shift when rotating a 2d or 3d object should snap to set intervals

      When I hold shift and rotate an object in 3D it should snap to set intervals, like 15 degrees or something.  Then maybe there is a new property in settings so that users can fine tune this amount.  This is a feature in most design tools.
