Effect Composer doesn't warn user about existing file with a same name

1. Create a new effect and save it
2. Close QDS
3. Open QDS
4. Create a new effect and save it with the same name, as the previous effect

QDS doesn't inform user about an existing effect with the same name. This bug also affects the saving the current composition with a new name.
