Camera speed configurations are not always set as default values in new projects

Steps to reproduce:

• Create a new 3D project
• Open Camera speed configurations in 3D View
• Change the default values to something else
• Save all and close the project (do not close DS)
• Create new project or open some project that does not have camera speed configurations set, e.g. Material Bundle from examples
• Open Camera speed configurations
• -> Should be default values, but are actually the ones changed in first project
• Does not reproduce if DS is closed between projects
