Scale Gizmo planar handles working incorrectly (3D Edit View)

Open the attached test projects and activate scale gizmo for the cube model. Grab the z axis planar handle and start scaling -> scale value z should not change but when dragging, it occasionally drops to 0. Might be somehow related to the position or the rotation of the cube model since if you change translation and orientation values to zero, the scaling seems to work correctly.
