Design Studio Fails to obtain license and crashes

    Description

      When a customer installs the evaluation license and then goes to open DS a dialog box appears with error (TCP or Connection timed out).  There is a fix in place: there is a setup you need to complete, and it should fix this, you will need to set the environment variable - "QTC_USE_NAMEDLICENSE=1" that should fix it.
