"Content Library is disabled inside a non-visual component" sometimes shown when it should not

Steps to reproduce:

• Start Design Studio with -tcs option (or reset workspaces in View -> Workspaces -> manage)
• Create a general empty project
• (-> Default workspace should be in use)
• Open Content Library view (View -> Views -> Content Library) and leave undocked
• ->Content Library correctly shows that QtQuick3D import is needed
• Add QtQuick3D from Components -> +
• -> Content Library Materials and User Assets tab show text "Content Library is disabled inside a non visual component" when it should show materials/user assets after adding the import
• Switch to 3D Advanced workspace
• -> Materials and User Assets are now shown correctly
