Currently the tooltips are shown with a bit of delay. This means user needs to pause for quite some time before tooltip is revealed.

In modern tools, like Blender 4.2, the toolips are shown much faster. 

As we are not aware of the right setting, we should not make a long research on this. Preferably implement the functionality and start finding out a correct value to match new users' expectations.
