Device control panel is not topmost window

    Description

      Device configuration panel can get lost 'behind' the rest of the Qt DS screen. This is problematic if user has only one screen and does not "know" this might happen.

      To fix: When panel is open and DS is in focus -> device configuration panel is topmost window.
