In effects, that have an animation, the user can start/stop animations in the Properties panel. 

Currently, it is confusing when you click to add a value in the Time input field below, that it stops the effect from playing to a certain point in elapsed time, and it does not have and influence on Running checkbox above.

Expected behavior:

• If Running is checked, the Time input field is disabled
• If Running is unchecked, the Time input field is enabled
