Add instance to project doesn't work in project storage builds

In project storage builds, context menu option "Add instance to project" doesn't work. It also makes the context menu not appear for any subsequent right clicks, until you download something (which causes soft assert below).

Dragging materials from content library to material browser also doesn't work and similarly breaks the context menu for a while.
