Add preset layout options for multi-viewport 3D View

      Allow users to choose from a preset layouts (check the reference image attached) for multi-viewport configurations. Currently, only single view or 2x2 views are supported.

      UI: currently we have a toolbar icon that toggles the multi-views mode. It should instead open a popup that shows the presets.
