Enable project storage tracing for snapshots

      Debugging the project storage in snapshots is complicated, but we can enable the tracing.

      I suggest simply adding the default of ENABLE_PROJECT_STORAGE_TRACING to true.

      The performance impact is relatively low and we can disable this again for the release.
