Property Sheet - differences when namespacing

Here is the property sheet for Controls Button

Here is the property sheet for Template Button

Notice that the Icon subsection is empty:

Additionally, namespacing Templates as T and then T.Button

Property sheet is empty.
So why would there be a difference between T.Button and Button (if I'm only importing QtQuick.Templates and not QtQuick.Controls).
