When creating new effect with effect composer, SpecificsDynamic file is not detected for the effect

• Create new effect with effect composer and save it
• Add effect to the scene
• Select effect and open property view

--> The default exposed custom properties section is shown instead of our generated specifics section.

• Close and reopen the project

--> Now the proper generated specifics section is shown.
