Assist with Telemetry RTA pipeline

Rough requirements:

• Add a variable in QtDesignStudio.ini or an environment variable that records Insight logs as long as Telemetry is enabled when QDS is running.
• The enabled process should collect all Insight logs and write them to a text file.
