Annotations preview performance issue

    Description

      There is an issue with Annotation Preview in Form Editor: if item has an annotation with multiple comments in it, and user clicks on annotation icon in Form Editor view to open the preview, then performance receive serious blow.
      It happens due to lots of redraw calls in FormEditorAnnotationIcon class.
