Allow assigning shortcuts to specific context

Make it possible so shortcuts can be reused across different context, e.g. same shortcut in TextEditor and FormEditor, but different functionality. This would allow to have better shortcuts for the FormEditor and would increase the number of possible shortcuts, because a lot are already taken by the TextEditor.
