Allow the creation of user palettes and usage of predefined palettes

Should be accomplished by using a separate *.ini (like easing curve editor).

We need to think about how the palette view will be designed. How can users add/remove palettes and give them names. Currently the palette view is limited to 8 colors at a time. How can we extend that and will it look like? Should we have some sort of limit? 64?
