[REG: DS2.1 -> DS2.2] Property panel layout broken

      Right side of the property panel is cut even when there's room to fit the whole property panel content. Also there isn't any way to horizontally scroll the panel.

      Steps to reproduce:
      1. Create new Quick3D project from the wizard
      2. Select Camera from Navigator
      3. Select CubeModel from Navigator

      Expected outcome:
      Property panel fits the content if there's enough space or allows horizontally scroll if not.

      Actual outcome:
      Property panel is cut and no possible way for scrolling horizontally.
