[Research] propagate design changes back and forth between Figma and QDS

When importing from Figma to QDS, user should be able to select a control template to merge against. Template can be also a custom component.

Allow users to assign layers to required component IDs.

Check and merge states when applicable, if they are not mergeable - create new state.

Use Description to set the Component merge template

Have some Concept of Making a Component “Done” in QDS and Relaying that to the Figma Design
