run live preview at set FPS - Add Hardware Profiles

We would like to be able to emulate the performance of hardware with the live preview, ideally this would be done with some kind of hardware profile emulation, where the live preview would give hints and warnings about resource usage and if that would exceed known limits of certain hardware (MCU, Embedded).

This would also be good to be able to lock frame rates to a specific FPS to give a better indication as how a project will look on the target hardware.
