at mimimum value spin control states are inconsistent

    Description

      Spin Control button states at their minimum value are inconsistent when a control is not selected in the edit state the at minimum spin control disappears on hover but when a control is in the edit state the hover on the at min control does not indicate that you cannot click on it.
