Add an option to open context help into property editor context menus

Adding button "Help" into context menus, that opens help page in editor or new window on top of the current window, would be a nice addition for native panels. 

At the moment, clicking F1 opens a window with currently selected qtquick item, which is good, but probably is not obvious nor new-users friendly.
