Holding shift and dragging an item in the Form Viewer can cause crashes and errors in our design annotation meta data. Also, shift dragging in all other design tools locks the movement to one axis, making for more accurate re-positioning. I suggest we follow this usage pattern and look for another modifier key for the re-parenting.
