User cannot drag-and-drop materials to a primitive in Navigator

1. Create a primitive on 3d editor
2. Create new material in the Material Browser (empty material or from Content Library)
3. Drag and drop material to the primitive in Navigator

The UI shows, that dragging and dropping material in a primitive in Navigator is possible, but nothing seems to happen in 3d editor or in the Code
