Flicked scroll is meant to allow user to scroll with touch.

QDS works on desktop.  The users usually use mouse wheel for scrolling which doesn't need flicked scroll.

This scroll is seriously harmful for the user experience of QDS.

Steps

1. Start scroll down with rolling mouse wheel in the property editor.
2. Stop scroll down before the scroll reach the end of scroll area

Expected behavior:

• Its scroll should stop immediately.  the scroll velocity should be zero.

Current behavior:

• Its scroll is continuing.
