Refine ui of new file/project dialog

    Description

      We want to make a few small adjustments to the new file/project dialog.

      Those adjustments should be done upstream.

      • Filter combo box should be invisible if it just contains one item.
      • Categories which are empty should not show up.
      • Also top-level categories (files/projects) should not show up if empty.
