Description
Usually applications use double arrow button to open a menu in the toolbar if the toolbar is too narrow to fit all the buttons. This is shown only when needed and when the toolbar is resized buttons that don't fit to the toolbar anymore are placed one-by-one in this menu.
Applications that use the 3-dot button are using it for opening a menu (meatballs menu) of additional options that are never visible elsewhere in the toolbar. This 3-dot button is always visible and not related to the toolbar size.
In our top toolbar we use 3-dot button for showing buttons that didn't fit into the toolbar. It's also always shown but disabled when all the buttons fit to the toolbar. We should reconsider if the 3-dot icon is meaningful for this purpose or should we use double arrow instead.
Also if we always show the button (as disabled) it wastes space that could have been used for other functional buttons.
