Create Tooltips for the fields in Project Creation View

Having tooltips on the fields of the project creation view could be helpful. Currently, there is none. There are text fields, dropdowns, checkbox types of fields there. And by putting tooltips, we can even provide guidance to the users if they have any doubts here.
