ItemFilterCombox turns arbitrary input into strings

ItemFilterComboBox is editable and should accept any input even though the given strings doesn't represent an actual id. The current issue is that the ComboBox will turn any arbitrary input into a string which is wrong.

This can be seen when looking at the Effect ComboBox in the Layer section.
