Cloud server: Two simultaneous reservations for same user and consumer_id result in two unique reservations

Created a test case where the client side sends two simultaneous reservation requests with same hw_id + user_id + consumer_id. The server creates two unique reservations for a named license.

Instead it should create just one reservation and for the second, it should return the existing reservation.
