Misleading error message when using too new CIP API with on-demand mode

      CIP API (testapp) version 3.2.0, Service installation on the machine is 3.1.0. The error message shown by the testapp:

      "Not able to get the executable path for license service"

      Instead, the CIP API should give an error code specifying that there was no service installation matching the criteria for the version number.
