Backward compatibility: Validation of consumer_runtime_records still exist cause the server return 400

Any validation of new field in renew or release request consumer_runtime_records should be eliminated from the middleware level. If there is any error in input validation, do not return 400 response instead, skipping error handler and return server warning log instead
