Corner case: license reservation reach its limit when running test in CI

• We have set the limits for installation for 1 named license is 10000 ( which means the user can have unlimited installation for 1 named license for 1 user account in different hardware).
• One issue found that if there are test run in CI, the machine will spawn automatically reserve a license then when the CI machine is terminated the reservation will not be released. Soon there is time the limit might reach its peak.

What to be considered:
-Should we extend the limits or if 10000 installations are enough or we just skip the limit ( user can always install if they have named license) ? A way to release those unused reservation created by CI process? 

• Test should be run with server's staging env? need to create account in staging for rta accounts hehalmet
• Hw_id is now only used for named license but not in sitelicense which mean if user has sitelicense they can use that on different machine?
