CIP API should check qtlicd file permissions before on-demand launching

    Description

      As a Qt/QA product user
      I want to know if the file permissions are causing the license check to fail
      So that I can fix the file permissions myself. 

      The CIP API knows the qtlicd installation path. Before attempting the on-demand launch it should check the file permissions. If those are insufficient it should return a suitable error code via CIP API to client.
