Acl: user reservation is not released when adding a new individual license in an wildcard allow list

    Description

      Error found in 1 case, How to reproduce
      If the acl has 1 wildcard license ( allow to everyone) and users make reservation to that license. Then update the acl for that license / add a new user to the acl list via CMD.
      The acl list is updated but the reservations belongs to other user before acl change is not released
