DB upgrade: Allow server to only return license reservation

During maintenance or db upgrade, there is a high chance that reservations, renewals request cannot proceed as the data cannot be rewritten into db, this might cause the service to stop. To prevent this, the server will provide a flag so that, if there is a db maintenance happens, allow request to proceed normally, reserve a temporary reservation to user and skip saving reservation and logs to db
