CIP: client initialization may fail in a high concurrency situation if there is an invalid port file on disk

    Description

      Even though we have a retrying logic on the CIP side if an invalid port file exists on disk, it can be possible that this is not enough in a high concurrency scenario where multiple clients perform the initialization sequence almost simultaneously.
