Let's review the license storing. A couple of findings that needs to be clarified:

• In offline mode the license fetched from entitlement and saved in both database and memory where as in online mode the license is only stored in memory
• After fetched, the new license will be compared with the license that is stored in unified License table to decide if the reservation needs to be purge
