 Qt License server user instructions should be updated to cover incident recovery guidelines.

1. ** Review current user instructions and complement it with Qt LS recovery guidelines.

Reasoning why this is needed 

Justifications

The CRA requires that Qt provide information and instructions ensuring that users understand relevant security properties of the product, associated security risks and how to utilize the product securely.
